We are entering a world that is centerless but densely connected: power is dispersed, rules are contested, technology is fragmented, and civilizations are returning to the stage.

The WTO-style assumption of free trade is being eroded by “friend-shoring,” “small yards and high fences,” and the weaponization of critical minerals. Trade is no longer a pure efficiency problem; it has become an extension of industrial sovereignty, military potential, and AI compute power.

If AI governance is negotiated only between Silicon Valley and Washington, Beijing and Brussels, the Global South will become a downstream recipient of models. A sustainable AI order must bring Africa’s digital public infrastructure, India’s language models, Latin American agricultural algorithms, and Southeast Asia’s governance use cases into the design stage.
3. 多文明回归:普遍性话语遭遇“地方性正当性”

西方现代性曾被视为“历史的终点”,但 2026 年的现实是:中国、印度、伊斯兰世界、非洲国家、拉美左翼与保守主义政府,都在用不同文明语汇重新定义现代化。

全球南方不是“穷国俱乐部”,而是规则非垄断方的集合:它们要能源转型,但不要绿色保护主义;要 AI 能力,但不要算法殖民;要贸易,但不要被安全化;要贷款,但不要债务陷阱。
The Global South is not a club of poor countries; it is a coalition of those outside the monopoly of rule-making. They want energy transition, but not green protectionism. They want AI capacity, but not algorithmic colonialism. They want trade, but not securitization. They want financing, but not debt traps.
2026—2035 的关键问题:
全球南方是成为新秩序的股东,还是继续做旧秩序的债务人?
The key question for 2026–2035:
Will the Global South become a shareholder of the new order, or remain a debtor of the old one?
五、中国的角色:增量提供者,而非霸权替代者
V. China’s Role: Incremental Provider, Not Hegemonic Successor
中国的最优战略不是“另起炉灶”,也不是“融入旧体系”,而是做增量体系建造者:
- 用新能源产业链降低全球脱碳成本
- 用一带一路 2.0 做标准、运维、融资一体化
- 用全球发展倡议对接非洲、东盟、拉美的生产网络
- 用 AI 与数据治理提出“可审计、可本地化、可互操作”的南方方案
China’s best strategy is neither to build a separate order nor to simply merge into the old one, but to act as an incremental system-builder:
- use the new-energy industrial chain to lower global decarbonization costs;
- upgrade the Belt and Road into integrated standards, operation, and financing;
- link the Global Development Initiative with production networks in Africa, ASEAN, and Latin America;
- propose a Southern model of AI and data governance that is auditable, localizable, and interoperable.
这种引领不是强制,而是示范 + 供给 + 规则共建。
This kind of leadership is not coercive; it is demonstration + provision + co-authored rules.

六、智库的新使命:从“解释世界”到“预置未来”
VI. The New Mission of Think Tanks: From Explaining the World to Pre-positioning the Future
旧智库写备忘录,新智库建场景库。
旧智库服务本国政府,新智库连接城市、企业、国际组织与文明圈。
旧智库追求“说得对”,新智库追求“在危机前把选项准备好”。
Old think tanks write memos. New think tanks build scenario libraries.
Old think tanks serve their national government. New think tanks connect cities, firms, international organizations, and civilizational blocs.
Old think tanks want to be “right.” New think tanks want to have options ready before the crisis.
未来智库必须做五件事:
- 把 AI 用于政策仿真,而不是只写评论
- 建立跨文明对话实验室
- 为中小国家提供“不被迫选边”的制度设计
- 把气候、债务、芯片、粮食、算法写成同一张风险地图
- 让政策语言同时可被北京、内罗毕、新德里、布鲁塞尔读懂
Future think tanks must do five things:
- use AI for policy simulation, not just commentary;
- build cross-civilizational dialogue labs;
- design institutions that let small states avoid forced alignment;
- map climate, debt, chips, food, and algorithms as one risk surface;
- make policy language readable in Beijing, Nairobi, New Delhi, and Brussels alike.
七、2035 年的世界不属于最强大者,而属于最有韧性者
VII. Conclusion: The 2035 World Belongs Not to the Strongest, but to the Most Resilient
未来十年,国家竞争力公式正在改写:
Over the next decade, the formula of national competitiveness is being rewritten:
权力 = 军力 × 技术 × 贸易
新权力 = 算力 × 制度韧性 × 文明吸引力 × 供应链可控性 × 全球信任
Power = military force × technology × trade
New power = compute × institutional resilience × civilizational appeal × supply-chain controllability × global trust
谁能在分裂中维持连接,在竞争中保留合作,在智能时代保护人的尊严,谁就赢得 2035。
Whoever can maintain connection amid fragmentation, preserve cooperation amid competition, and protect human dignity in the age of intelligence will win 2035.
世界不需要一个新的帝国,而需要一套可退出、可互操作、可问责的全球中间件。
The world does not need a new empire. It needs a global middleware that is exitable, interoperable, and accountable.
