The Evolution of Organized Crime: Four Decades from Machetes to Code
引言|Introduction
Deep within the fabric of Chinese society, an undercurrent has always been surging, morphing, hibernating, and striking back. It is not a static monster, but a parasitic vine that constantly adapts to its environment, changes its disguise, and seeks new hosts. That vine is organized crime and local mafia-like forces.
From street brawls in the 1980s to algorithmic debt collection and AI face-swapping extortion today, the "evolution" of organized crime is essentially a mutation curve characterized by declining visible violence, increasing sophistication of disguise, and expanding harm. It has never disappeared—it simply swapped machetes for contracts, foot soldiers for apps, and turf for traffic.
Understanding every inflection point on this curve is not just about tracing criminological shifts—it is a mirror reflecting grassroots governance, the rule of law, and China's broader social transformation.
Generation I (Early 1980s – Early 1990s): Street Gangs — "Violence in the Open"
The Soil of the Era
In the early days of Reform and Opening-up, the urban-rural dual structure began loosening. Massive numbers of surplus rural laborers flooded into cities, while public security was still being rebuilt amid the transition from a planned economy to a market one. Unemployed urban youth, released prisoners, and idle individuals from both city and countryside clustered together, forming the prototype of modern organized crime in China.
Behavioral Profile
This generation was defined by the "Three Nos": no fixed industry, no fixed base, no fixed hierarchy. They spoke through fists and machetes. Their activities centered around train stations, wholesale markets, dance halls, and construction sites. Fighting for territory, collecting protection money, running underground casinos, extortion, and provoking trouble—their methods were crude, direct, and highly recognizable.
Typical Cases
Around the 1983 "Strike Hard" campaign, a massive wave of violent gang cases erupted nationwide. The case of the "Northeast Two Wangs" (Wang Zongfang and Wang Zongwei), who roamed and killed across provinces, shocked the nation. Though extreme, it reflected the grim state of public security at the time. More emblematic was the Harbin "Qiao Si" (Song Yongjia) syndicate in the early 1990s—rising through violent demolition and monopolizing most construction projects in Harbin, before being sentenced to death in 1991. This was among the first criminal groups publicly designated as a "mafia-style organization" in China.
Governance Response
The crackdown model of this stage relied primarily on campaign-style "Strike Hard" operations. The two nationwide campaigns of 1983 and 1996 used overwhelming force to deter street-level violent crime. However, these efforts focused mainly on visible violence, lacking a systematic framework to address emerging signs of organizational and economic sophistication.
Generation II (Late 1990s – Around 2010): Industry Monopoly + Whitewashing — "Wearing Suits"
The Critical Leap
Entering the mid-to-late 1990s, China's economy boomed. Real estate, mining, transportation, and construction became highly profitable. The "first pot of gold" earned by first-generation gangs through brute force began seeping into these sectors. Organized crime underwent a critical metamorphosis: from "enforcers" to "bosses," from "robbing" to "profiteering."
Operating Model
-
-
Using violence to drive out competitors: Intimidation, assault, and equipment destruction pushed rivals out of the market, enabling forced contracting, monopoly over building materials, and control of earthwork transport.
-
Registering companies as shells: Setting up construction firms, trading companies, and investment vehicles to mask illegal profit-seeking behind legitimate business licenses.
-
Building guanxi networks: Proactively offering bribes and benefits to grassroots officials and law enforcement to secure "protective umbrellas."
-
Internal hierarchy: A pyramid structure of "boss—lieutenant—enforcer," with clear division of labor and strict internal discipline.
Typical Cases
The Liu Yong case in Liaoning stands as a textbook specimen of this generation. Operating as chairman of Jiayang Group, Liu was active in Shenyang's business circles while controlling entertainment venues and building material markets, maintaining a team of enforcers, and weaving a protective net across the political-legal system through bribery. In 2003, Liu was sentenced to death upon final appeal. This case marked a major step forward in the judicial standards for identifying "mafia-style organizations."
Parallel to this emerged a wave of "market bullies," "sand tyrants," and "village tyrants"—figures who no longer fought openly but sat in village committee offices signing contracts, engaged in bid-rigging at tenders, and set prices in building material markets. Violence receded to the background; deterrence became the daily currency.
Legal Milestones
In December 2000, the Supreme People's Court issued its Interpretation on Several Issues Concerning the Specific Application of Law in Handling Cases of Crimes by Mafia-Style Organizations, providing the first detailed guidance on Article 294 of the Criminal Law. In 2009, the Supreme Court, Supreme Procuratorate, and Ministry of Public Security jointly issued the Minutes of the Symposium on Handling Cases of Crimes by Mafia-Style Organizations, which for the first time established a conceptual framework for "evil forces" (eshi liliang). This marked the shift from fighting organized crime by intuition to fighting it by law.

Generation III (Post-2018 Special Campaign – Mid-2020s): Corporatization + Soft Violence — "No Blood Spilled"
Catalyst: The 2018–2020 Special Campaign
In January 2018, the CPC Central Committee and the State Council issued the Notice on Launching the Special Campaign to Combat Organized Crime and Local Mafia-Like Forces. This was no ordinary operation—it was a national strategic social governance project. Over three years, 3,644 mafia-style organizations and 11,675 evil-force criminal groups were dismantled nationwide, 237,000 suspects were arrested, and 89,700 cases of corruption and "protective umbrella" involvement were investigated and prosecuted.
Such intense pressure directly compressed the living space for traditional hard violence. But as the saying goes, when the Tao rises one foot, the demon rises ten—organized crime did not vanish; it began its third evolution.
The New Trinity
First: Soft violence. Blocking locks with glue, splashing paint, posting defamatory posters, stalking, phone bombing, leaking contact lists, and Photoshop shaming—these acts cause no direct physical injury, yet their psychological toll is often more lasting and devastating than a beating. Article 23 of the Anti-Organized Crime Law of the PRC (effective May 1, 2022) explicitly brought "soft violence" into the legal definition of means used in organized crime for the first time.
Second: Legalized facades. Debt collection firms rebrand as "business consulting," "legal service centers," or "asset management" companies. Loan-sharking platforms masquerade as "fintech" or "inclusive finance." Bosses sit in office towers as "chairmen," while foot soldiers are paid per case under labor contracts—leaving zero visible traces of criminality on the surface.
Third: Financialization of capital. Routine-loan traps, campus loans, nude-collateral lending, and violent debt collection—these new forms of crime plunder under the guise of financial innovation. Involving hundreds of millions or even billions of yuan, with victims spread across the country, their social harm far exceeds that of traditional street thugs.
Typical Case
The Lanzhou "2·12" mega routine-loan case stands as the landmark of Generation III. The gang developed and operated 24 online lending apps, baiting victims with "low interest" and "instant approval," then trapping them through fake contracts, malicious debt stacking, and contact-list leaks. Illegal proceeds totaled over 2.8 billion yuan, with 475,000 victims. In 2020, the court convicted the defendants of organizing, leading, and participating in a mafia-style organization—the first national precedent classifying purely online routine-loan operations as a mafia-style organization.
Deeper Shifts
The most alarming shift in this generation: the barrier to entry dropped, making it easier for ordinary people to become accomplices. College students take part-time "debt collection customer service" jobs; stay-at-home mothers do "phone bombing" gigs from home; food delivery riders "post notices on doors" along their routes—many have no idea they are participating in criminal activity. This "de-heroized," "de-organized" character makes cracking down exponentially harder.
Generation IV (Late 2020s – Present): Networked Nodes + AI Augmentation — "Invisible"
Re-Evolution of Organizational Form
If the third generation still relied on the "company" as its shell, the fourth generation has completely abandoned traditional organizational structures. The pyramid has collapsed, replaced by a flat network of nodes.
This network might look like this: Group A drives traffic on short-video platforms; Group B handles voice communications; Group C provides technical support (web scraping, AI face-swapping, auto-dialing); Group D manages money flows (money-laundering platforms, cryptocurrencies); Group E applies offline pressure (door-posting, stalking). Groups don't know each other, communicating only via encrypted channels. The boss hides behind the scenes—foot soldiers don't even know whose payroll they're on.
Six Online Manifestations
The Ministry of Public Security has explicitly listed six priority targets, outlining the contours of Generation IV:
-
-
Online loan-sharking traps — High-interest loan traps disguised as internet finance, using big data profiling to target specific groups (students, low-income earners, gambling addicts).
-
Nude chat extortion — Luring victims into nude video chats, recording them, then extorting money by threatening to send clips to their contacts.
-
Public opinion extortion / black PR — Manipulating online troll armies to create negative narratives, then charging "protection fees" under the guise of "post deletion" or "comment control"—essentially digital-age protection rackets.
-
Malicious claiming — Professional "product quality whistleblowers" mutating into "online crash-for-cash" operators, exploiting platform loopholes to repeatedly extort merchants.
-
Soft-violence debt collection — Evolving from phone bombing to AI auto-calling, precision harassment on social platforms, and coordinated attacks via short-video bullet comments.
-
Online troll army disruption — Paid post deletion, fake engagement, and sentiment manipulation have become "invisible weapons" in local elections, commercial competition, and public opinion warfare.
AI嵌黑:技术赋能犯罪的新前沿|AI Embedded in Crime: The New Frontier
The most disturbing trend of Generation IV is the systematic deployment of artificial intelligence across every link of the criminal chain:
-
-
Data harvesting: Scrapers bulk-collect citizens' personal information (contact lists, locations, spending records, social graphs) to build precise "prey profiles."
-
Content generation: AI face-swapping creates fake nudes/videos; deepfake voice clones simulate relatives' voices for intimidation; automated abuse-text generators produce personalized threats.
-
Distribution: Smart auto-dialers harass targets 24/7; coordinated bot swarms on social media apply synchronized pressure.
-
Fund concealment: Settlements in USDT and other stablecoins, mixer-based laundering—money trails completely outside traditional banking surveillance.
What does this mean? It means an operator sitting in a Southeast Asian country can simultaneously extort thousands of people in China, while the "crime scene" traced by law enforcement might be nothing more than a server IP and a crypto wallet address.
New Trend: Weaponization of Minors
Another deeply concerning development is the manipulation of minors as criminal tools. Because Chinese criminal law grants lenient or mitigated punishment for minors, some organized crime groups deliberately recruit and incite minors to run errands, act as lookouts, or even participate directly in violent acts. This not only circumvents legal risk but systematically destroys the next generation.
New Governance Landscape
Facing the challenges of Generation IV, in July 2026, the Central Political and Legal Affairs Commission launched a year-long deepening campaign of normalized anti-organized crime work, explicitly listing "online organized crime" and "soft violence" as key priorities. Meanwhile, supporting judicial interpretations of the Anti-Organized Crime Law continue to improve, cross-border law enforcement cooperation mechanisms are gradually being built, and anti-money laundering and anti-telecom-fraud systems are extending into the online organized crime domain.
An Underlying Thread: The "Protective Umbrella" Has Always Been There
Running through all four generations is an unbroken underlying thread: the protective umbrella.
In the first generation, it might have been a neighborhood police officer accepting two cartons of cigarettes to "put in a good word." In the second, a subdistrict director "greasing the wheels" on project approvals. In the third, a cross-cutting web of interest transfers spanning the entire political-legal system. By the fourth generation, it manifests as certain grassroots officials adopting a passive stance of "not seeing, not wanting to act, not daring to act" toward online extortion—inaction itself has become a form of invisible protective umbrella.
The Sun Xiaoguo case, the "buried on the playground" case (Deng Shiping), and the Harbin Hulan "Four Big Families" case—all these nationally shocking organized crime cases involved deep protective umbrella penetration without exception. Precisely because of this, the 2018 special campaign listed "smashing the umbrellas and breaking the nets" alongside "cutting off finances and severing bloodlines" as its two core tasks.
Without umbrellas, organized crime cannot grow large. The depth of umbrella-smashing determines the height of crime-clearing.

Conclusion: Machetes Wound the Body; Soft Violence Destroys Lives
Looking back across these forty years, the evolution of organized crime is a history of parallel "de-violentization" and "ubiquitous diffusion." Machetes turned into code, turf into traffic, and injuries from visible wounds into invisible psychological ruins.
But this is precisely the most dangerous illusion—believing that because visible violence has decreased, danger has diminished. The opposite is true: when a mother jumps to her death after being driven to mental collapse by debt-collection calls; when a college student drops out and commits suicide after nude-photo threats; when a family is bankrupted by a routine-loan trap—the intensity of these harms is no less devastating than any street brawl.
Recognizing these four faces of organized crime is not about manufacturing panic. It is about being able to decisively say, in every moment of hesitation—"This is just a civil dispute," "He's just a collector," "That app looks perfectly legitimate"—
"No. This is organized crime."
