After Sun Yat-sen: Why China Kept Burning —

After Sun Yat-sen: Why China Kept Burning —

A Structural Reading of the Warlord Decade (1916–1928)

“The revolution is not yet finished; comrades must still strive.”

——Sun Yat-sen, last will, March 1925

Sun Yat-sen died in Beijing on 12 March 1925. Popular memory often misreads this as a switch: “once Sun died, the warlords ran wild.” The actual chronology is the reverse — the warlord machine had been running since Yuan Shikai’s death in 1916; Sun was one of the anti-warlord unifying forces, not the cause of the chaos; and the fighting continued until 1928 because the structure that fed warlordism was still intact.

Not “Sun died → chaos,” but “empire died → no one caught the state”

The 1911 Revolution overthrew a two-thousand-year imperial order, but the Nanjing provisional government never built the scaffolding of a modern state: no administrative reach to the county level, no unified fiscal system, no nationalized army.

Sun yielded the presidency to Yuan Shikai to trade the Beiyang Army for the Qing court’s abdication and avoid civil war. But Yuan’s six Beiyang divisions were already private armies — loyal to the commander, not the state. When Yuan died in 1916, the only man who could hold the Beiyang together was gone. The Zhili, Anhui, and Fengtian factions split at once, and the Beijing government became a shell rented by whoever had more rifles.

So fix the timeline first:

  • 1916 Yuan dies → Beiyang fractures, warlord era begins
  • 1920 Zhili–Anhui War / 1922 First Zhili–Fengtian War / 1924 Second Zhili–Fengtian War + Feng Yuxiang’s Beijing Coup
  • 1924 Sun goes north, calls for National Conference and abolition of unequal treaties
  • March 1925 Sun dies — fighting does not stop
  • 1926–1928 Northern Expedition formally ends Beiyang rule

Why warlordism was self-sustaining: four structural chains

Authority vacuum + privatized military

Late-Qing Xiang and Huai armies started it; the Beiyang New Army frozen it. Armies obeyed the paymaster-general, not the constitution or parliament.

Soldiers belonged to officers; officers belonged to themselves.

Land = revenue = recruits: an economic loop

A peasant economy plus local tax autonomy meant: hold a province, collect land tax / lijin / opium surcharge, feed your troops. No central budget needed. Warlordism was financially autarkic.

Foreign powers as arms dealers: proxy war by another name

Japan backed Anhui and Fengtian; Britain–US leaned Zhili. Loans bought rifles; civil war became the shadow of great-power competition in China.

Republican institutions spun empty; constitutionalism lost its anchor

The Provisional Constitution was rewritten from a state charter into an anti-Yuan gadget. Between 1916 and 1925 China saw seven presidents and twenty-six cabinets. Law became a mask for force.

Where Sun Yat-sen stood: anti-warlord, not the cause

His deepest problem: the revolutionaries had doctrine, but no army of their own and no grassroots base.

Early on he borrowed strength from secret societies, mutinous New Army units, and local warlords (Lu Rongting, Tang Jiyao, even Duan Qirui and Zhang Zuolin) → repeatedly betrayed, including by his own protégé Chen Jiongming.

In 1924 he reorganized the KMT, accepted Soviet aid, and founded Whampoa — the first attempt to build a party army that broke the private-army logic.

On his deathbed in Beijing he still demanded a National Conference and abolition of unequal treaties — a mass-mobilization answer to warlordism, not a new warlord alliance.

So 1925–1928 did not descend into chaos because Sun vanished; rather, Sun had just hammered the anti-warlord nail into Whampoa and the reorganized KMT, but the nail had not gone through, while the old Beiyang machine was still turning.

1925 onward was the old structure’s winding down

North: Zhili–Fengtian fell out again, Guo Songling rebelled, the 18 March massacre, the “anti-Bolshevik” alliance against Feng Yuxiang — Beijing’s orders stopped at the city gate.

South: the Guangzhou government consolidated Guangxi and Guangdong, fielded a party army, launched the Northern Expedition in 1926, smashed Wu Peifu and Sun Chuanfang, and in 1928 Zhang Xueliang hoisted the KMT flag in Mukden.

But the warlord logic did not die: Yan Xishan, Feng Yuxiang, Li Zongren, the Sichuan cliques remained. The 1930 Central Plains War proved it — the Beiyang banner fell, but private-army politics merely changed flags.

Closing line

The warlord decade was not about how long Sun Yat-sen lived. It was about what filled the hole left by the empire: privatized armies, self-financing provinces, foreign arms, and an empty constitution. Sun tried to pull those four pillars out. When he fell in 1925, the pillars were still standing — so the guns kept firing until 1928, and the logic itself survived even longer.
