A River That Pushes Southwest China to the Sea
On September 16, 2026, a siren sounded. The Pinglu Canal officially opened to navigation.
This is not an ordinary man-made waterway. It is the first river-to-sea canal planned and coordinated at the national level since the founding of the People’s Republic of China: 134.2 kilometers long, with an investment of about 72.7 billion yuan. It starts at Pingtang River mouth in Hengzhou, Nanning, runs south through Luwu Town in Qinzhou, follows the Qinjiang River to the Beibu Gulf, and is built for 5,000-tonne vessels.
Four words capture its meaning best: turning to the sea to grow stronger.
A Century-Long Dream, Built in Four Years
Guangxi has a coastline, yet for decades it remained “by the sea but not connected to it.” Cargo from southwest China—coal, ores, grain, building materials, auto parts—often had to sail east along the Xijiang River and bypass the Pearl River Delta to reach the ocean.
The Pinglu Canal rewrites the equation.
Cargo from southwest China saves more than 560 km of inland waterway to the sea. -
Overall logistics costs fall by 18%–30%.
Over 5 billion yuan in transport costs saved every year.
5,000-tonne ships can sail from inland rivers to the sea with fewer transshipments.
From the start of construction on August 28, 2022, to opening day on September 16, 2026, more than 1,400 days of work turned “river and sea gazing at each other” into “river and sea holding hands.”
A 65-Meter Drop: How Do Ships “Climb Stairs”?
The hardest part was not digging earth, but crossing hills. The water level drops about 65 meters from start to end—roughly the height of a 20-plus-story building.
Chinese engineers answered with three cascade hubs—Madao, Qishi and Qingnian—using twin-line ship locks to lift and lower vessels step by step.
At Madao Hub, the maximum head reaches 29.6 meters—the world’s highest lift and largest water-saving ship lock on an inland waterway. Water-saving technology across the three hubs saves over 1 billion cubic meters of water a year.
This is not “digging a ditch.” It compresses engineering mechanics, ecological water use and intelligent control into one river.
One Canal, Half a New China–ASEAN Corridor
The canal’s real value goes far beyond Guangxi.
As a backbone of the New International Land-Sea Trade Corridor, it links the Xijiang shipping trunk line, the Beibu Gulf Port and the maritime Belt and Road. Chongqing, Chengdu, Guiyang, Kunming, Baise, Nanning—these inland cities now have a shorter, cheaper and more stable sea outlet to the south.
China’s market of more than 1.4 billion people and ASEAN’s production networks of nearly 700 million people are drawn closer by a single waterway.
China and ASEAN have been each other’s largest trading partners for years.
In the first half of 2026, bilateral trade reached 4.34 trillion yuan, up 18.2% year on year.
Beibu Gulf Port container throughput rose from about 2.28 million TEUs in 2017 to about 10 million TEUs in 2025.
The Pinglu Canal does not merely move goods a little closer; it re-wires regional supply chains.
A Mega Project Can Also Be Gentle
In international storytelling, Chinese projects are often seen as “big, fast, hard.” The Pinglu Canal tells another version.
Of 315 million cubic meters of excavated earth and rock, over 98% was reused. -
A 480-meter fish passage and wildlife crossings for leopard cats and squirrels were built. -
Ancient camphor trees moved with villagers to new homes; a small school by the canal kept its everyday life.
Development does not push nature aside; it lets rivers, villages, cargo ships and fish share the same map.
Why Should the World Read the Pinglu Canal?
Because it answers a universal question:
How can inland regions avoid being left out of the maritime economy?
China’s answer is not self-isolation, but opening wider through infrastructure connectivity:
Turn geographic disadvantage into corridor advantage. -
Turn logistics cost into industrial competitiveness. -
Turn “river-to-sea” into “connecting Asia, linking Europe, facing the world.”
The day after the canal opened, the 23rd China–ASEAN Expo opened in Nanning. A river and a conference meeting at the same moment say this clearly:
When hardware is connected, cooperation can move. When corridors flow smoothly, a shared future becomes possible.
Ending: Water Flows South, the Nation Turns to the Sea
Over two thousand years ago, the Lingqu Canal linked the Xiang and Li rivers, letting central China speak with Lingnan.
Today, the Pinglu Canal links the Xijiang River with the Beibu Gulf, letting southwest China talk with ASEAN and the world.
It does not shout, but it is firm:
The sea is not the destination; openness is.
The Pinglu Canal is not the completion of one river. It is the moment a vast inland country relearns how to go to the sea.
The Pinglu Canal: How a 134-Kilometer Waterway Redraws Southwest China’s Map of the World
It Is Not “Just Another Canal”—It Is Inland China Reaching the Sea
On September 16, 2026, at Pingtang River mouth in Hengzhou, Nanning, a 5,000-tonne freighter sounded its horn and sailed down the Qinjiang River toward the Beibu Gulf. The Pinglu Canal was open.
On the surface, it is only a 134.2-kilometer, 72.7-billion-yuan artificial canal.
But geographically, it does something huge:
It replaces the old route—“east to Guangdong, around the Pearl River Delta, then south”—with a straight shot to the Beibu Gulf.
Cargo from southwest China saves over 560 km of inland sailing; logistics costs fall by 18%–30%; more than 5 billion yuan is saved every year.
That means:
Chongqing’s auto parts get closer to ASEAN. -
Chengdu’s new-energy batteries get closer to Malaysia and Vietnam. -
Kunming vegetables, Guizhou phosphate, Baise aluminum no longer have to go east first, then south. -
Guangxi itself moves from “inland with a coast” to “a real coastal player”.
The essence of the Pinglu Canal is not earth-moving. It is coordinate-changing.
The most counterintuitive part of the Pinglu Canal is this:
The river flows from the interior to the sea, yet the starting point is about 65 meters higher than the sea.
It is like driving a car from a rooftop to the beach—with no ramp, only stairs.
China did not just dig a deeper ditch. It built three cascade hubs:
Madao
Qishi
Qingnian
All use twin-line locks. A ship enters, the gate closes, water rises or falls, the gate opens—step by step.
Madao has a 29.6-meter head—the world’s highest and largest water-saving inland lock. The three hubs save over 1 billion cubic meters of water a year.
The subtext is:
Chinese mega-projects have moved past “conquer nature at any cost” into “re-orchestrate nature with hydraulics, algorithms and ecological limits.”
At Qingnian Hub, a 480-meter fish passage with 120 pools has been used by more than 10 fish species—about 76,000 upstream and 115,000 downstream movements. Wildlife bridges were built for leopard cats and squirrels.
The civilization level of a canal is not measured by how big it is dug, but by how much room it leaves for fish and forests.
What It Really Changes Is the Supply-Chain Grammar of China–ASEAN
Many misread the Pinglu Canal as “Guangxi wins big.”
Wrong. The real winner is a network:
Chengdu-Chongqing + Guizhou + Yunnan + Beibu Gulf + ASEAN
In H1 2026, China–ASEAN trade hit 4.34 trillion yuan, up 18.2% year on year. They have been each other’s largest trading partners for years.
From Jan to Jul 2026:
Yunnan–ASEAN: 90.18 billion yuan, +21.3% -
Sichuan–ASEAN: 160.63 billion yuan; ASEAN is Sichuan’s No.1 market -
Chongqing–ASEAN: 103.86 billion yuan
How did they move before?
Xijiang → Pearl River Delta → South China Sea → ASEAN
Now it can be:
Chengdu/Chongqing/Kunming → rail to Nanning/Baise → Pinglu Canal → Qinzhou Port → Haiphong/Can Tho, Port Klang, Singapore
The first sailings included Nanning–Can Tho foreign-trade service and Nanning–Yangpu domestic service, plus four passenger routes.
So the Pinglu Canal is not “Guangxi’s river.” It is the South China Sea front desk of southwest China.
From Corridor to Economic Belt: How Logistics Grows Into Industry
International readers hate vague claims like “boosts development along the route.”
The Pinglu Canal is credible because concrete chains are already forming:
Nanning Lingli: battery industry, Southeast Asia + canal cost cut -
Qinzhou: green chemicals, new materials, river-sea terminals -
Fangchenggang/Beihai: steel, metals, food processing, ASEAN parks -
China–Malaysia “Two Countries, Twin Parks,” Sichuan–Guangxi industrial park, China–Cambodia park
Beibu Gulf Port handled about 10 million TEUs in 2025, versus 2.28 million in 2017. In Jan–Jul 2026, foreign-trade containers hit 1.071 million TEUs, +30% YoY. It now has 103 container routes, including 64 foreign-trade routes, reaching 200+ ports in 100+ countries.
The logic is clear:
Cheap water transport → bulk cargo reroutes → port expands → industry clusters at port → inland cities get a “second coastline”
This is called:
A canal brings logistics; logistics brings trade; trade brings industry.
For the Global South, the Pinglu Canal Is an Infrastructure Manual
Why should readers in Latin America, Africa, Central Asia and South Asia care?
Because it answers a universal problem:
How can landlocked regions avoid being expelled from the maritime economy?
Western narratives often frame Chinese infrastructure as “debt trap” or “state-capitalist monster.”
The Pinglu Canal offers another model:
State coordination, but not autarky
Big-picture accounting, not just GDP
The sea is not the goal; markets are
Mega projects can still do micro-ecology
It tells developing countries:
You do not have to get rich before building a canal. Sometimes building the right canal is how you start getting rich.
China’s “Turning-to-the-Sea” Philosophy Has Changed
Ancient China: the Great Wall, the Grand Canal, the tributary system—inward and central-plains oriented.
Modern China: awakened by sea power, chasing naval ports, steamships, self-strengthening.
Today’s China:
not “go to sea to dominate” - 而是“通海共富”
but “connect to the sea to share wealth” - 不是“我把船开过去”
not “I sail my ships over there” - 而是“让重庆、昆明、河内、吉隆坡、新加坡共用一张物流桌”
but “let Chongqing, Kunming, Hanoi, Kuala Lumpur and Singapore share one logistics table”
The name sounds plain: “Pinglu” means leveling the land so water can pass.
But the sentence behind it is new:
The inland is not the periphery; once connected, it becomes a hub.
Ending: When the River Opens, the Next Act Begins
The day the canal opened, the 23rd China–ASEAN Expo followed in Nanning.
Not a coincidence.
河是硬的,博览会是软的;
The river is hard infrastructure; the expo is soft infrastructure.
船闸是钢的,产业链是人的;
The locks are steel; the supply chains are human.
What the Pinglu Canal really leaves behind is not a photo of “China built another big thing,” but a possibility:
A possibility that inland and ocean can be sewn together—not by colonization, war or strait monopoly, but by digging a river, saving water, cutting freight rates and building industrial parks.
Future history books may say:
In the 2020s, southwest China stopped asking “where is the sea” and started asking “which port is the next shipment leaving for.”
The Pinglu Canal is the dock where that question is asked.
